JIF Summit 2026 - Investors & Lenders Roundtable: What Makes Waste Management Projects Investible Recap

Tuesday, 29 September 2026

A waste management project becomes investible when the entire system is ready, from policy and planning to feedstock, cash flow, operations, and environmental safeguards.

At JIF Summit 2026, the Investors & Lenders Roundtable: What Makes Waste Management Projects Investible? brought together public-sector leaders, development partners, infrastructure guarantors, and project developers to discuss the conditions needed to advance waste management and Waste-to-Energy (WtE) projects.

The session featured:

Mr. Andre Permana, Acting President Director of PT Penjaminan Infrastruktur Indonesia (Persero), who highlighted the importance of sustainable waste management for Jakarta’s ambition to become a global city and the need to accelerate WtE infrastructure in response to the increasingly limited capacity of TPA Bantargebang.

Mr. Afan Adriansyah Idris, Assistant to the Provincial Secretary for Development and Environment, Jakarta Provincial Government, who emphasised collaboration between the Jakarta Provincial Government, PT PII, regional-owned enterprises, and private investors to address financing challenges and accelerate project realisation.

Dr. David Aromokeye, Environmental Specialist at the World Bank, who discussed Indonesia’s urgent waste management investment needs and the importance of an end-to-end approach covering mandate, planning, feedstock, cash flow, operators, and safeguards.

Dr. Yuki M.A. Wardhana, Executive Vice President of PT Penjaminan Infrastruktur Indonesia (Persero), who discussed project risks, government guarantees, and de-risking instruments that can support project bankability.

Dr. Helmi Gunawan, Head of Project Management Unit, Department for Environmental Affairs, West Java Provincial Government, who shared key investment lessons from the Legok Nangka Waste-to-Energy project.

Mr. Iwan Takwin, Chief Executive Officer of PT Jakarta Propertindo, who presented the investment readiness, proposed structure, and risk considerations of the ITF Sunter project.
