In alignment with Governor Regulation No. 7/2022 and PAM JAYA's strategic business plan, the Jakarta Provincial Government and PAM JAYA are commited to achieving 100% clean water service coverage by 2030. This ambitious goal is a cornerstone of the Jakarta Regional Spatial Plan (Jakstrada), where the reduction of Non-Revenue Water (NRW) is identified as a crucial project, with the Jakarta Provincial Government aims to reduce NRW to 9% by 2029 as part of the SPAM implementation plan.
The need for NRW reduction is highlighted by the current state of water access and distribution in all area priority area across DKI . As of 2024, Jakarta piped water service coverage only reaches 69.53% with a high level of NRW which stood at 46.2%. This level of NRW is considerably higher than the national target for PDAMs to reduce NRW, as outlined in Indonesia's Mid- Term National Development Plan (RPJMN) 2025-2029. This focus on NRW will significantly contribute to expanding service coverage, boosting consumption among existing consutmers, and meeting Jakarta's growing demand for clean water.
To achieve the NRW reduction by 2030, a city-wide initiative project will be implemented. This initiative prioritizes the revitalization of Jakarta's aging distribution pipeline network, ensuring a significant upgrade in water quality–targeting food-grade standards for household.
