Building Jakarta’s Sustainable Water Management with PAM JAYA at Jakarta Investment Festival 2025

Jakarta is working towards becoming a more resilient and sustainable city, and PAM JAYA is an essential part of that journey. As the company responsible for providing, operating, and developing the city’s water supply system, PAM JAYA ensures that residents and businesses have access to clean, safe, and reliable water. PAM JAYA, a regionally owned enterprise under the DKI Jakarta Provincial Government, is committed to achieving 100% service coverage by 2030.

This commitment to delivering clean water is reflected in six strategic investment opportunities being presented at the Jakarta Investment Festival (JIF) Exhibition 2025: Water Treatment Plant (WTP) Muara Karang, WTP Condet, WTP Semanan, WTP Kanal Banjir Barat 2, the Non-Revenue Water (NRW) Reduction Program, and AB Dharmawangsa. Together, these projects address both infrastructure expansion and operational efficiency, offering a range of opportunities for private sector collaboration.

The first project, WTP Muara Karang, is designed to improve water availability in Pluit and nearby neighbourhoods by reducing reliance on external sources. Using modern, environmentally friendly treatment technology, the facility will process raw water from the West Flood Canal to provide a more reliable supply to areas that have historically faced shortages during the dry season or peak demand periods.

The second project, WTP Condet, focuses on redeveloping a previously non-operational facility to strengthen water supply in East Jakarta. Equipped with advanced treatment processes, including MBBR technology, the plant will increase production capacity, improve water quality, and enhance distribution reliability for a growing customer base in these areas.

The third project, WTP Semanan, is a strategic project within West Jakarta that will serve the surrounding areas while integrating with planned reservoir facilities. This initiative will enhance supply resilience and improve overall water distribution across the western part of the city.

Further supporting Jakarta’s long-term water resilience, the fourth project, WTP Kanal Banjir Barat 2, will use reverse osmosis (RO) technology to treat high-salinity raw water for coastal communities and areas with challenging water conditions. This high-capacity facility is designed to help secure supply for around 40,000 households.

Alongside infrastructure expansion, PAM JAYA is addressing system efficiency through its NRW Reduction project, which targets a decrease in non-revenue water from 46.58% to 30% by 2030. The project includes pipeline rehabilitation, the creation of District Meter Areas, and improved leakage control, generating both operational savings and revenue growth.

Lastly, AB Dharmawangsa project represents a different kind of investment opportunity, focusing on the optimisation of a strategic asset located in South Jakarta. This mixed-use development integrates residential and commercial functions, including a water-themed museum, and applies a transit-oriented development concept to improve accessibility and enhance community value and investment appeal.

Collectively, these six projects reflect PAM JAYA’s approach to improving Jakarta’s water services through infrastructure development, operational improvements, and the use of strategic assets. Partnership arrangements such as Build-Operate-Transfer, Joint Ventures, Design-Build-Operate, Public-Private Partnerships, or other schemes agreed with potential partners offer opportunities for collaboration in strengthening the city’s water supply system.
