JIC participate the Sustainable E-Mobility Event by ITDP and British Embassy




May 24, 2023 - As part of the effort to improve Jakarta’s public transportation, PT Transjakarta has received a mandate to ‘electrify’ commercial vehicles used for public transport in Jakarta. This is also supported by Governor Regulation No. 90/2021 pertaining to the BRT (Bus Rapid Transit) electrification, climate-resilient, and low-carbon development plan. The initiative is in line with the nation’s goal to become a major player in producing electric vehicles for sustainable and clean transportation.

The Provincial Government of DKI Jakarta is targeting that in 2030, PT Transportasi Jakarta (Transjakarta) will operate electric buses for all of its fleets. Aligning with this target, the Institute for Transportation Development Policy (ITDP) has collaborated with UK Partnering for Accelerated Climate Transitions (UK PACT) to conduct a study on the implementation of electric buses in Indonesia.

This collaboration is focusing on scaling up electrification by establishing enabling conditions for e-bus fleet implementation, especially during the initial electrification phase. Recently, on May 24, 2023, ITDP handed over their study on building a regulatory and financial basis for the Transjakarta First Phase E-Bus Deployment to the Jakarta Provincial Government. As a result of this study, Transjakarta and the Government of Jakarta now possess alternative financing schemes, business models, and a strong regulatory framework to accelerate the acquisition of e-bus fleets.

In this event, there is also a presentation presented by several distinguished speakers who are directly contributing to this study, such as Mrs. Sarah Darmawan, Mr. Gonggomtua Sitanggang, Ms. Deliani Poetriayu, and other representatives from ITDP. Within the theme ‘Empowering Tomorrow Transit: Unveiling Jakarta Electrification Roadmap’, this event was highlighting an important aspect to be considered by all parties in supporting the acceleration of e-bus deployment in the city.

Those aspects include technology readiness, cost effectiveness, supporting regulations, operator and third-party readiness, and potential charging locations. To conclude this study, by electrifying 100% of Transjakarta fleets in 2030, it will bring economic and social benefits estimated at IDR 4.2 trillion and a 58% reduction of greenhouse gas emissions.

Within this study, Transjakarta is now able to provide a foremost financial scheme to be offered to potential partners and investors in contributing to the electrification process. The four (4) options of an electric bus financing scheme based on the analysis in this study include the buy-the-service (BaU) model, the concessional model, fleet leasing, and combinations of funding scenarios. All these funding schemes could be utilised through a blended source of financing through collaboration with the public sector (G2G) and also with the private sector.

As this study has been released, the electrification plan seems to be heading in a positive direction. Moreover, Transjakarta is confident in building a new cooperation with the potential partner in realising Jakarta’s ambition to increase the deployment of electric buses in the near future.
